Hong Kong reappoints Clement Cheung as insurance regulator CEO

His next 3-year term runs through August 2029.

The Hong Kong government has reappointed Clement Cheung as Chief Executive Officer of the Insurance Authority (IA) for another three-year term from 15 August 2026 to 14 August 2029.

A Chairman Stephen Yiu said Cheung had guided the regulator through a difficult external environment marked by emerging risks and geopolitical tensions, whilst the insurance industry recovered from the pandemic in 2023.

“Some notable achievements made by Mr Cheung during his current tenure include implementation and refinement of the Risk-based Capital Regime, planning and execution of an effective captive strategy, sustained nurturing of the insurance-linked securities market, formation of the marine specialty risks pool and introduction of enhanced regulatory measures on participating policies,” Yiu said.

The IA said Cheung’s current tenure also saw Hong Kong’s insurance industry recover swiftly from the pandemic and deliver strong performance, which Yiu said had supported economic growth and generated social value.

Cheung said he would continue working with the IA team to strengthen Hong Kong’s position as a global risk management hub.

“I treasure the opportunity to continue working with a talented and dedicated team in forging Hong Kong into a global risk management hub that leverages unique competitive advantages to serve evolving national needs,” Cheung said.
