In my case, when switching modes between offline and online doesn't work, I simply connect to VPN and disconnect.

When you’re ready to work online again, click Send / Receive > Work Offline. The button text doesn’t change, but it’s only highlighted when you’re working offline. Working Offline on the status bar also goes away when you’re working online.

I am facing this problem for sometimes due to my internet connection keep disconnected very often and it become keep indicating the work offline mode once I open outlook (all the time I open it). Now my internet connection is stable, but it still have the same problem, I want to fix it to let it online anytime I switch outlook on automatically (I am using Outlook 2013).

Have you changed your password for those accounts recently?
If so make sure you change them in the Outlook. Also check your internet connection.
The offline comes up when your connection is flakey.
