AMD has no quicksync. So no, it is not fast.
Hot tip: If you need to make small changes to edits and you don't want to render the entire thing again, change your sequence settings to a high quality preview (QuickTime ProRes or DNxHD) and then render in the timeline before exporting (tick use previews). That way it's prerendered your entire timeline and you only have to render the changed section.
Hey, does the 3900x drop frames when scrubbing 4K videos in the timeline? I didn't catch if you were doing 1080P or 4K in the timeline.

I have a 3900x with a 2070 super GPU, 64gb ram, and I’m using m.2 drives but the performance in Premiere is garbage editing 1080p clips.
The timeline glitches consistently by skipping backwards 5 frames every .75 seconds. It even does this with just one clip on the timeline with no effects, regardless if the clip is rendered or not or whether I have on full playback or 1/4 playback or with gpu acceleration turned on/off.
I’ve tried updating all the drivers from the manufacturer, using older forms of Premiere, using different codecs… I can’t find a way to get this glitch to stop.
Do you have any experience with this?
So bizarre Premiere still struggles. I have the 8700k and was mildly disappointed that once you add a few effects and layers it starts slowing down with 4k. I wonder if the 3950k handles it better, do you think it's the single core performance that makes it struggle?

H.264 has always been a crappy format to edit with. You can muscle through with sheer horsepower but once you get into 4k and above it becomes way less smooth, even with these monster CPUs. That's why we have ProRes and DNxHD though.

Where there any changes you had to make to the mother board its self? or just plug and play in premier. I have the x570 wifi plus and the ryzen 9 3900x and in premier it can get a bit laggy.
