Japan export insurer covers $2b US gas plant loan

The Pennsylvania project is an initial investment under the bilateral initiative.

Nippon Export and Investment Insurance (NEXI) has agreed to insure loans for two natural gas-fired power plant projects in the United States, marking the initial investment under the Japan–US Strategic Investment Initiative.

The initiative follows a Memorandum of Understanding agreed by the Japanese and American governments in September 2025 to encourage mutual investment. 

Under this agreement, NEXI is providing insurance cover for loans supplied by the Tokyo branches of Citibank, N.A. and JPMorgan Chase Bank, N.A. These loans are being extended to Japanese investment entities set up and funded by the Japan Bank for International Cooperation.

The first project is the construction and operation of a natural gas-fired power plant in Pennsylvania, with an insured loan amount of approximately $1.6b.

The second is the construction and operation of a natural gas-fired power plant in Texas, with an insured loan amount of approximately $1.5b.

The Japanese government stated that funding these developments aligns with the initiative’s aims to strengthen economic security and support economic growth in both nations. 

NEXI confirmed it will maintain coordination with government ministries and partner institutions as further projects develop under the agreement.
